Haiti, if you mean the Americas by western hemisphere, but it also includes western Africa. So the actual answer is Liberia. Sierra Leone is also included, but currently has a higher GDP per capita than Liberia.

Haiti Actually, according to "TheRichest.org", the poorest country entirely in the northern hemisphere is Liberia, but the Democratic Republic of the Congo straddles the eq…uator and is the poorest in the world. Liberia's GDP Per Capita : $456 (As of 2011), second poorest in the world; Haiti's GDP Per Capita : $1,235 (As of 2011), 19th poorest.

But usually when we talk about the Western Hemisphe…re we mean the Americas. There is an indicator called the Human Development Index, it is a combination of GDP PPP per capita, literacy rate, life expectancy and gross enrolment ratio. Each year since 1990 the Human Development Report has published the human development index (HDI) which looks beyond GDP to a broader definition of well-being. The HDI provides a composite measure of three dimensions of human development: living a long and healthy life (measured by life expectancy), being educated (measured by adult literacy and gross enrolment in education) and having a decent standard of living (measured by purchasing power parity, PPP, income). The index is not in any sense a comprehensive measure of human development. It does not, for example, include important indicators such as gender or income inequality nor more difficult to measure concepts like respect for human rights and political freedoms. In the Northern Hemisphere? Haiti has got to be #1. Number Two is debatable, but I would offer Guatemala - an almost hopelessly poor country. Actually, most of the world's… poorest countries are in Africa, many of which are in the Northern Hemisphere. Haiti is 19th on the list of the 20 poorest, and there are 13 OTHERS that are north of the equator (including two that straddle it).
